Pacquiao (59-7-2) has not been in the ring since his he relinquished his WBO welterweight title in a controversial loss to Australian Jeff Horn in July.
Meanwhile, McGregor (0-1) is coming off a 10th round technical knockout defeat to undefeated Floyd Mayweather Jr. in their light middleweight bout last August which drew mixed reactions from the viewing public.
If the fight materializes, this will be the second straight marquee boxing fight for McGregor, who seemed to have put his mixed martial arts career on hold.
