PSC takes Angping to court over janitors

MANILA, Philippines—The Philippine Sports Commission has filed a complaint against former PSC chair Harry Angping before the Office of the Ombudsman for hiring additional janitors without the approval of the board.

Commissioner Salvador Andrada signed the complaint on behalf of the government sports agency, which accused Angping of signing a contract with Philcare Manpower Services that added 80 more janitors to the 82 earlier assigned to eight PSC training facilities.

Incumbent chair Richie Garcia claimed the additions exceeded 25 percent of the contract of service allowed by the government. He said there should had been another public bidding conducted for the additional janitorial service.

“There was no board resolution,” said Garcia. “Even commissioner Akiko (Thomson-Guevarra), who was already a member of the board at that time, didn’t know about the augmentation.”

Based on documents obtained by the Inquirer, the additional janitors received a monthly pay of P15,324 each before Garcia’s board rescinded their contract in July 2010.

Asked for comment, Angping said the case filed against him was a clear case of harassment and a ploy to divert attention from the recent Southeast Asian Games debacle.

“This is pure harassment,” he said. “All these are pure coverup of the SEA Games debacle.”

The Philippines finished sixth overall in the 26th SEA Games held recently in Indonesia, the country’s worst windup since 1977, when it joined the meet.
