Olympic chief Jose “Peping” Cojuangco Jr. yesterday informed organizers of the 27th Summer Universiade in Kazan, Russia, the the team representing the country there is not sanctioned by the Philippine Olympic Committee. “They will be wearing the Philippine flag but we don’t even know if they are competent.
