Pacquiao eyes establishment of PH Boxing Commission

MANILA, Philippines – Boxing icon and Sarangani Representative Emmanuel “Manny” Pacquiao has proposed the creation of a Philippine Boxing Commission (PBC).

“The PBC…shall set the policies and proper directions for the development and safety of professional boxers and providing for the welfare of boxers, coaches, trainers, and support to other stakeholders,” Pacquiao said in a statement.

Pacquiao said House Bill 59 or “Philippine Boxer’s Welfare Act of 2013” will protect boxers from “physical and financial exploitation” through health care, livelihood programs, life insurance, and other benefits.

The eight-division champion said many Filipino boxers can compete in the world boxing arena “if given the proper support of the State.”

He lamented how the athletes “risk their lives and limbs” for the honor of the country, only to face retirement without financial assistance or access to medical care.

The proposed measure said the sport, which is under the supervision of the Games and Amusement Board, is not being given proper attention amid its growing popularity.

Among the benefits listed under the bill are death benefits worth P50,000 to cover funeral services and retirement pension of P15,000 monthly for boxers who won in international competitions.

A trust fund will be set up from accreditation fees, fines and grants for the upgrading of training facilities and assistance to the sector.

The bill also specified a mandatory rest period not less than ninety days based on the extent of damage brought about by a knockout or technical knockout.
